The attached letter to Mr. Mayhew from
Dr. Sloss was shown to Sir G. Northcote when
Mr. Mayhew and I discussed this question yesterday
with him. It will be seen that Dr. Sloss would
like to wait until he had the opportunity to see the
situation on the spot before further action but has
not ruled out of his mind the advantage in due course
of getting out to Hong Kong a Commissioner with a
University reputation.
Dr. Sloss has left England already and after
a few days in France he will embark in the "Ranchi"
which is the ship in which Sir G. Northcote will
himself be a passenger from.Port Said onwards.

Mr. Mayhew has written to acknowledge Dr. Sloss's
letter and has told him that the new Governor will
be a fellow passenger in the "Ranchi".

In these circumstances, since on essentials
Dr. Sloss and the new Governor are in agreement,
there is no need for further action here, and we may
look with some confidence for a satisfactory proposal
to be forthcoming in due course from Sir G. Northcote
after his arrival in the Colony.
We shall in due course no doubt hear from
Professor Davies (see Nos. 25 and 26), but until then,
? put by.
The Secretary of State will, I suggest, be interested to see the present stage of this affair.)
